Two elected boards spend most of the public money Gwinnett residents notice: the Board of Commissioners (county government) and the Gwinnett County Board of Education (GCPS). They are separate governments with separate records. Those records are public — and mostly unsearchable: forty-page PDFs, three-hour videos, a login wall. This guide covers who sits on each board, when they meet, where the official record lives, and how to ask Gwin what they actually decided.
Two governments, not one
A lot of Gwinnett confusion starts here. The Board of Commissioners runs county government — parks, roads, trash in unincorporated areas, the county budget, the county line on your tax bill, rezonings, and contracts. The school board runs Gwinnett County Public Schools, Georgia’s largest district, with its own budget, its own millage on the same tax bill, and its own superintendent. Asking “what did the county decide about schools?” is usually the wrong question: that vote happened at the school board, not at the commission. Gwinnett County Board of Commissioners
Five members. The chair is elected countywide; four commissioners represent districts. As of 2026 the roster is Chairwoman Nicole Love Hendrickson (at-large), Kirkland Carden (District 1), Ben Ku (District 2), Jasper Watkins III (District 3), and Matthew Holtkamp (District 4). The board appoints a County Administrator — currently Glenn Stephens — to run day-to-day operations. Names and districts change after elections; confirm on the county’s official page when it matters. Regular meetings are held at the Gwinnett Justice and Administration Center (GJAC), 75 Langley Drive, Lawrenceville. A typical meeting day stacks a morning work session, an afternoon business session where votes are taken, and an evening public hearing; special meetings happen too. Gwinnett County Board of Education (GCPS)
Also five elected members, plus a superintendent the board hires. GCPS is Georgia’s largest school district — about 178,000 students and 143 schools as of 2026 — and a separate government from the county. As of 2026 the board is Dr. Tarece Johnson-Morgan (Chair, District V), Dr. Adrienne Simmons (Vice Chair, District IV), Rachel Ruffin Stone (District I), Steven B. Knudsen (District II), and Steve Gasper (District III). The superintendent is Dr. Alexandra Estrella, who started in July 2026. Meetings are open to the public, in person or streamed on GCPS TV. The usual pattern is a work session on the third Tuesday of the month at 6:00 p.m. and a business meeting on the third Thursday at 7:00 p.m., in the Board Room at the Instructional Support Center, 437 Old Peachtree Road NW, Suwanee. This page and the chat are about the two boards as public bodies — votes, budgets, millage, public comment, who sits where. They are not a substitute for the GCPS website. AskGWINnett cannot map an address to a school-board district. It does not assign your child a school, show attendance zones, bus routes, lunch menus, or student records. New-student enrollment is on gcpsk12.org. County millage and school millage are different line items on the same tax bill; tax-due questions belong with millage, which keeps those lines separate.

Are the Gwinnett County commission and the school board the same government?
No. The Board of Commissioners is county government. The Board of Education governs Gwinnett County Public Schools, a separate elected body with its own budget and millage. School votes happen at the school board; county contracts, rezonings, parks, and the county millage happen at the commission. They appear as separate lines on the same property tax bill.
